Scientific field study by TS BC Commission for  enhancement of BC reservation 

Telangana Commission for Backward Classes is requested to take up a comprehensive, Scientific field study by duly conducting survey, analyzing the data gathered and to submit its detailed report within six (6) months, along with specific recommendations, to Government with
the following terms of reference:-
a) To prepare a comprehensive report on the Social, Educational and Economic Status of Backward Classes in Telangana State with special focus on Nomadic, Semi-nomadic Tribes, and Occupational Groups and Most Backward Classes;

b) To study the living conditions, difficulties under which they labour, their occupations and make recommendations as to the special provisions which may be made by the Government for their advancement and for promotion of their educational and economic interests, generally;

c) To assess their livelihood based on their traditional occupation, the presentstatus and alternative occupations, if any, and scope for its modernisation.

d) Obtain information from State and Central Government departments agencies/institutions on percentage of Backward Classes members employed in the Government/Quasi Government/Private Sector.

e) Collect data in a Scientific manner, Conduct Intensive Study/ Survey on the Social, Educational, Economic and financial conditions of the Backward Classes in Telangana State based on empirical and objective criteria.

f) Report on the Educational Indicators like literacy rate dropout rates, education attainment, etc., and health indicators like MMR, IMR, etc., compared with other sections of society.

g) Report on the access to banking credit, allied services and welfare schemes being provided to the Backward Classes community people, by the Government and Financial Institutions, compared with other communities.
h) Report on the availability of Government infrastructure and institutional mechanism for implementation of Government welfare schemes for Backward Classes.

i) Any other important matter relating to their Backwardness of the people of the Backward Classes Communities.

j) Submit a report to the Government based on the information collected above and gathered during the field studies duly recommending the steps to be taken to remove the impediments for over-all improvement of the socio- economic and educational conditions of the Backward Classes of Citizens and enhancement of reservations to them, if necessary, in admissions to educational institutions in the State and for appointments in the public services and posts in connection with the affairs of the State







At present, the Government is implementing 25% of reservations in addition to 4% reservation to BC-E group in the following ratio to the Backward
Classes:-
1) BC-A : 7%
2) BC-B : 10%
3) BC-C : 1%
4) BC-D : 7%
